1. బదిలీలన్నీ వెబ్ కౌన్సెలింగ్ విధానంలోనే నిర్వహించబడతాయి.
2. పాత పది జిల్లాలు/ 2 జోన్లు యూనిట్ గా బదిలీలు నిర్వహిస్తారు
3. పాఠశాల విద్యాడైరెక్టరు ప్రకటించిన షెడ్యూల్ ప్రకారం బదిలీల ప్రక్రియ నిర్వహించబడుతుంది.
4. కౌన్సెలింగ్ కమిటీ ఆమోదం మేరకు సంబంధిత నియామకపు అధికారి బదిలీ ఉత్తర్వులు జారీ చేస్తారు.
5. 2018 మే 31 నాటికి 2 సం|| నిండిన హైస్కూల్ ప్రధానోపాధ్యాయులు, ఉపాధ్యాయులు బదిలీకి దరఖాస్తు చేసుకోవడానికి అర్హులు.
6. 2018 మే 31 నాటికి ఒకే స్టేషన్లో 5 సం|| సర్వీసు పూర్తి చేసుకున్న ప్రధానోపాధ్యాయులు, 8 సం|| సర్వీసు పూర్తి చేసిన ఉపాధ్యాయులు తప్పనిసరిగా బదిలీ చేయబడతారు.
7. రిటైర్మెంటుకు 2 సం|| లోపు సర్వీసు కలిగిన వారికి తప్పనిసరి బదిలీ నుండి మినహాయింపు ఉంటుంది.*
8. బాలికోన్నత పాఠశాలలో పనిచేస్తున్న 50 సం|| లోపు వయస్సుగల పురుష ఉపాధ్యాయులు తప్పనిసరిగా బదిలీ చేయబడతారు
9. బాలికోన్నత పాఠశాలలో పనిచేయటానికి మహిళా ఉపాధ్యాయులు లభ్యం కాని సందర్భంలో 50 సం|| పైబడిన పురుష ఉపాధ్యాయులకు బదిలీకి అవకాశం కల్పిస్తారు.
10. ఎన్సిసి అధికారులుగా ఉన్న ప్రధానోపాధ్యాయులు, ఉపాధ్యాయులు నిర్ణీత సర్వీసు (5 సం||, 8సం||) ఒక పాఠశాలలో పూర్తి అయితే మరొక ఎన్సిసి పాఠశాలకే బదిలీ చేయాలి.
11. బదిలీలు ప్రస్తుత యాజమాన్యంలో ఏజన్సీ నుండి ఏజన్సీకి, మైదాన ప్రాంతం నుండి మైదాన ప్రాంతానికే చేయాలి.

4వ కేటగిరి పాఠశాలలకు పాయింట్లు
(12 శాతం ఇంటిఅద్దె పొందుతూ గ్రామానికి ఏ విధమైన రోడ్డు సౌకర్యం లేని గ్రామాలు) ప్రతి 1 సం|| సర్వీసుకు 5 పాయింట్లు
ప్రతి 1 నెల సర్వీసుకు 0.416 పాయింట్లు.

3వ కేటగిరి పాఠశాలలకు పాయింట్లు
(12 శాతం ఇంటిఅద్దె పొందుతూ రోడ్డు సౌకర్యం ఉన్న అన్ని గ్రామాలు)
ప్రతి 1 సం|| సర్వీసుకు 3 పాయింట్లు
ప్రతినెల సర్వీసుకు 0.25 పాయింట్లు.

2వ కేటగిరి పాఠశాలకుపాయింట్లు
(14.5 శాతం ఇంటిఅద్దె పొందే పట్టణాలు, శివారు గ్రామాలు)
ప్రతి 1 సం|| సర్వీసుకు 2 పాయింట్లు
ప్రతి 1 నెల సర్వీసుకు 0.16 పాయింట్లు.

1వ కేటగిరి పాఠశాలకు పాయింట్లు
(20% ఆపైన హెచ్ఆర్ఎ పొందే పట్టణాలు, శివారు గ్రామాలు)
ప్రతి 1 సం|| సర్వీసుకు 1 పాయింటు
ప్రతి 1 నెల సర్వీసుకు 0.083 పాయింట్లు.

పనిచేస్తున్న పాఠశాలల కేటగిరిని బట్టి ఉపాధ్యాయుల సర్వీసుకు అనుగుణంగా పై పాయింట్లు కేటాయిస్తారు.
4వ కేటగిరి పాఠశాలల్ని జిల్లా కలెక్టర్ ప్రకటిస్తారు.

ఉపాధ్యాయుల మొత్తం సర్వీసుకు ప్రతి ఒక నెల సర్వీసుకు 0.041 పాయింట్ల చొప్పున కేటాయిస్తారు.

తెలంగాణ రాష్ట్ర ఉపాధ్యాయుల బదిలీకి అదనపు పాయింట్లు :

1. రాష్ట్ర ప్రభుత్వం నుండి జిఓ నెం.515 జిఏడి తేది 16.03.2018 ద్వారా ఆన్డ్యూటీ సౌకర్యం కల్పించబడిన ఉపాధ్యాయ సంఘాలు మరియు 2013 బదిలీల సందర్భంగా పాయింట్లు కెటాయించబడిన గుర్తింపు పొందిన ఉపాధ్యాయ సంఘాల రాష్ట్రమరియు పాత 10 జిల్లాల అధ్యక్ష, ప్రధాన కార్యదర్శులకు 10 పాయింట్లు, అవివాహిత మహిళలకు 10 పాయింట్లు కేటాయిస్తారు.
2. భార్యా భర్తలిరువురిలో ఒకరు కేంద్ర, రాష్ట్ర ప్రభుత్వ ఉద్యోగులైతే 10 పాయింట్లు కేటాయిస్తారు. అయితే ప్రధానోపాధ్యాయులకు 5 సం|| ఒకసారి, ఇతర ఉపాధ్యాయులకు 8 సం|| ఒకసారి మాత్రమే వినియోగించుకొనే అవకాశం ఉంటుంది.  .
3. ఎస్ఎస్సిలో 100 శాతం ఫలితాలకు 2.5, 95%పైబడిన వారికి 2, 90 నుండి 94 శాతం వరకు 1 పాయింట్లు ఉంటాయి.

ప్రాధాన్యతా కేటగిరీలు

1. 70 శాతం పైబడిన వికలాంగులు,
2. వితంతువులు, విడాకులు పొందిన మహిళలు,
3. ఉద్యోగి లేదా జీవిత భాగస్వామి కేన్సర్, ఓపెన్ హార్ట్ సర్జరీ, న్యూరో సర్జరీ, బోన్ టీబీ, కిడ్నీ లివర్ హార్ట్ ట్రాన్స్ ప్లాంటేషన్ వంటి దీర్ఘరోగ పీడితులైతే,
4. మానసిక వైకల్యం, బ్లడ్ క్యాన్సర్, గుండెకు రంధ్రం, జువైనల్ డయాబిటీస్ వంటి వ్యాధులతో బాధపడే పిల్లల తల్లిదండ్రులకు, ప్రాధాన్యతా క్రమంలో కౌన్సెలింగ్లో ముందుగా బదిలీకి అవకాశం కల్పిస్తారు. ఈ ప్రాధాన్యతా బదిలీలు ప్రధానోపాధ్యాయులకు 5 సం||లకు ఒకసారి, ఉపాధ్యాయులకు 8 సం||లకు ఒకసారి మాత్రమే అవకాశం కల్పిస్తారు.
5. పై వ్యాధుల పిల్లల తల్లి లేదా తండ్రి ఒక్కరు మాత్రమే ప్రాధాన్యతా బదిలీకి అర్హులు.
6. పాఠశాలల కేటగిరీలు, ఉపాధ్యాయ పోస్టుల ఖాళీలు దరఖాస్తు చేసుకున్న ఉపాధ్యాయుల జాబితాలు ముందుగానే ప్రకటిస్తారు. అభ్యంతరాలు స్వీకరించి తుది జాబితాలు ప్రకటిస్తారు.
7. – బదిలీ దరఖాస్తులన్నీ ఆన్లైన్లోనే స్వీకరిస్తారు.

*బదిలీల నిర్వహణ కొరకు కమిటీలు :-*
– ప్రభుత్వ ఉన్నత పాఠశాలల ప్రధానోపాధ్యాయుల బదిలీల కొరకు జోనల్ స్థాయిలో డిఎస్ఇ కార్యాలయం నుండి నియమించబడిన ఒక సీనియర్ అధికారి చైర్మన్గా, ఆర్జెడి మెంబర్ కన్వీనర్గా, సంబంధిత డిఇఓ సభ్యునిగా కమిటీ ఉంటుంది.
– జిల్లా పరిషత్ ఉన్నత పాఠశాలల ప్రధానోపాధ్యాయుల బదిలీల కొరకు జిల్లా పరిషత్ చైర్మన్ చైర్మన్గా, జిల్లా కలెక్టర్ ఉపాధ్యక్షునిగా, జాయింట్ కలెక్టరు, జెడ్పిసిఇఓ సభ్యులుగా ఆర్జెడి లేదా ఆయనచే నియమింపబడిన వారు మెంబర్ కన్వీనర్గా ఏర్పడిన కమిటీ బదిలీలు నిర్వహిస్తుంది. జిల్లా స్థాయిలో ప్రభుత్వ ఉపాధ్యాయుల కొరకు కలెక్టర్ చైర్మన్గా, జె.సి., సి.ఇ.ఓ. సభ్యులుగా, డిఇఓ కన్వీనర్గా కమిటీ ఉంటుంది.
జిల్లా పరిషత్, మండల పరిషత్ ఉపాధ్యాయులకు జెడ్పి చైర్మన్ చైర్మన్గా, కలెక్టర్ ఉపాధ్యక్షునిగా, జె.సి., సిఇఓ, సభ్యులుగా, డిఇఓ కార్యదర్శిగా ఉన్న కమిటీ బదిలీలు నిర్వహిస్తుంది.
– బదిలీ అయిన వెంటనే ఉపాధ్యాయులకు వ్యక్తి గతంగా ఉత్తర్వులు అందజేయాలి.
*- ఒకే గ్రామ పంచాయతీలో గరిష్ట సర్వీసు (5/8) నిండిన వారిని తిరిగి అదే గ్రామ పంచాయతీలో బదిలీకి అవకాశం లేదు.*
ఒకసారి అయిన బదిలీని మార్చటానికి వీలులేదు. *తప్పనిసరి బదిలీలో ఉండి బదిలీకి దరఖాస్తు చేయని, వెబ్ ఆప్షన్స్ ఇచ్చుకోని ఉపాధ్యాయులను మిగిలిపోయిన ఖాళీలలో బదిలీ చేస్తారు.*
– బదిలీ ఉత్తర్వులన్నీ నోటీస్ బోర్డుపైన, ఆన్లైన్లోనూ ప్రదర్శించాలి.
– బదిలీ అయిన ఉపాధ్యాయులు వెంటనే రిలీవై కొత్త పాఠశాలలో మరుసటిరోజే చేరిపోవాలి.
– బదిలీలపై అభ్యంతరాలు, ఫిర్యాదులను అప్పీలేట్ అధికారికి 10/15 రోజులలోగా పంపుకోవచ్చు. వారు రికార్డులు పరిశీలించి తగిన ఉత్తర్వులు ఇస్తారు.
– బదిలీల కొరకు తప్పుడు సమాచారం సమర్పించిన, నిబంధనలు ఉల్లంఘించిన ఉపాధ్యాయులు, అధికారులపై సిసిఎ నిబంధనల ప్రకారం చర్యలు తీసుకుంటారు.
జి.ఓ. 16 ద్వారా ఇచ్చిన బదిలీ నిబంధనలు ఒకటి, రెండు మినహా అన్నీ 2015లో జి.ఓ. నెం.12 ద్వారా విడుదల చేసిన నిబంధనలే.
జూన్ 7 నుండి 10 వరకు ఆన్లైన్లో దరఖాస్తు చేసుకోవాలి. షెడ్యూల్ మరియు వెబ్ కౌన్సెలింగ్ మార్గదర్శకాలు 7వ తేదీ మధ్యాహ్నం వెలువడనున్నాయి.

Employees to be transferred

a) No person shall be transferred before completion of two years of service in a particular station as on 31-05-2018. The condition as to completion of two years, however, need not be followed in respect of
i. Transfers on spouse grounds and
ii. Employees transferred and provisionally ordered to serve in new districts during October, 2016.
b) No person shall be retained beyond 5 years of service in a particular station as on 31st May, 2018. However, the employees who are retiring before 31st May, 2019 shall not be transferred even if they have completed five years of service unless they make a specific request for their transfer.
c) To ensure that there is no dislocation of the work, not more than 40% of employees in any cadre shall be transferred.

Competent authority for issue of transfer and posting orders
The appointing authority concerned shall issue transfer and posting orders based on the recommendation of the Committee constituted for this purpose.

Criteria for TS Teachers Transfers 2018
The following categories of Head Master, Gr.II (Gazetted) / Teacher in the Government / ZPP /MPP shall be transferred.

Head Master Gr.II (Gazetted), who have completed (5) years of service in a particular School as on 1st July of the current year shall be compulsorily transferred, provided those who are going to retire within two years from 1st July of the current year shall not be shifted until and unless the incumbent requests for such transfer.
Teachers, who have completed (8) years service in a particular school as on 1st July of the current year shall be compulsorily transferred, provided those who are going to retire within two years from 1st July of the current year shall not be shifted until and unless the incumbent requests for such transfer.
The male Head Master Grade-II (Gazetted)
/Teacher aged below 50 years as on 1st July of current year and working in Girls High School.
The Head Master Grade-II (Gazetted) and the Subject Teacher concerned of the school in which the pass percentage in the S.S.C. Public Exam (March) is less than 25% shall be transferred to the schools located in Category-III / IV habitations. However, for want of Subject Teachers if the result is below 25%, the Head Master concerned shall not be made accountable and hence shall not be shifted. The Transfer Committee constituted should take up such transfers on first instance without reference to general transfer or entitlement points of the individuals.
If no women HMs / Teachers are available to work in Girls High Schools, then male HMs / Teachers who are over and above 50 years of age may be considered for posting to such Schools.
Head Master Gr.II (Gazetted) / Teacher who has completed a minimum period of two years service in a category of post in a School as on 1st July of the current year shall be eligible to apply for transfer.
The Head Masters Gr. II (Gazetted) / Teachers shifted under Rationalization i.e., Primary Schools, Upper Primary Schools and High Schools shall also participate in the Transfers Counseling, provided those who are going to retire within two years from 1st July of the current year shall not be shifted until and unless the incumbent requests for such Transfer and next junior shall be shifted. If other junior Teacher is not available he/she shall be shifted.
The Head Masters, Gr.II (Gazetted) who has completed (5) year of service and Teacher who has completed (8) years of service as NCC Officer, shall be posted in a vacancy in a School where there is NCC unit.
All transfers shall be affected within the present Management, Agency Area to Agency Area, Plain Area to Plain Area.
Entitlement Points Of Teachers Transfers
Common points
Entitlement points shall be awarded to the Head Master Gr.II (Gazetted)/ Teacher who applies for Transfer in the following manner:

a) For service in the present School, basing on its location, as per the following scale, as on 1st July of the current year:-

Service in category IV areas: Five (5) points for every year of service and 0.416 for every month.
Service in Category III areas: Three (3) points for every year of service and 0.25 for every completed month.
Service in the Category II areas: Two (2) points for every year of service and 0.16 for every completed month.
Service in the Category I areas: One (1) point for every year of service and 0.083 for every completed month.
Note 1:- The Habitations / Towns shall be classified into the following categories namely:-

Category – I: All Habitations / Towns where 20% and above HRA is admissible.
Category –II: All Habitations / Towns where 14.5% HRA is admissible.
Category –III: All Habitations / Towns where 12% HRA is admissible.
Category-IV: All Habitations / Towns where 12
% HRA is admissible , and which do not have connectivity through an all weather road as per the norms of the Panchayath Raj ( Engineering) Department.
Note 2 : The District Collector shall publish the list of habitations in the district which do not have connectivity through all weather road as per the norms of Panchayath Raj ( Engineering ) Department in consultation with the Superintendent Engineer, P.R. of the district for this purpose, and the same shall be final.
(b) For the Service rendered: 0.041 point for every one month of the completed service in the total service in all categories as on 1st July of the current year.

Special Points (Extra Points):
The President and General Secretary of the Teachers’ Associations having OD facility in terms G.O.Rt.No.1410, G.A.D. (Ser.Welfare) dated 20-05-2015 at the State and District Levels are eligible for ten (10) points.
Ten (10) points for un-married Head Mistress, Gr- II / Female Teacher.
Ten (10) points for Head Master Gr.II (Gazetted)
/ Teacher, whose spouse is working in State Government or Central Government or Public Sector undertaking or Local Body or Aided Institution in the same District and opted for transfer nearer to and towards the place of working of his/her spouse, benefit of spouse points shall be applicable to the Head Master Gr.II (Gazetted) once in (5) years and Teachers once in (8) years. An entry shall be made in this regard in the Service Book. A copy of the Certificate issued by the competent authority shall be enclosed to the check list to consider cases under this category.

Transfers Rationalization Points:
(a) For the Teachers who are affected by rationalization process they are eligible for 10 points extra over and above already secured. The Teachers who have completed (8) years service are not eligible for 10 points extra over and above already secured.
(b) The Teachers who were transferred during counseling 2013 and could not be relieved for want of substitute shall be relieved forthwith if posts exist after rationalization. If post does not exist after rationalization, he/she shall participate in transfer counseling and is entitled for (5) additional points.

IV. In case the entitlement points of two or more applicants are equal, the inter-se seniority shall be determined as below.

i. Applicants having disability of more than 40% but less than 70% (Visually challenged/ Ortho- handicap/ Hearing Impaired) shall take priority.
ii. Subject to the above, the seniority in the cadre shall be taken into account.

Performance Related Extra Entitlement Points :
a) The Teachers who have got National award issued by the Central Government will get
(15) and who have got State award issued by the State Government will get (10) points respectively . He/she is eligible for only one category whichever is highest.

b) Entitlement points for Performance :
(i) Results of SSC in concerned subject for Teachers and overall percentage to HMs for High Schools only :
For 100% Results – 2.5 points.
For 99% to 95% Results – 2 points.
For 94% to 90% Results – 1 Point.

(ii) Resource persons conducted training programmes of SSA or RMSA for the last three years . He/ she should have conducted minimum three programmes during the last three years :
State level – 5 points. District level – 4 points. Mandal level -2 points.
Provided that they should enclose a Certificate issued by the District Educational Officer in respect of State and District level trainings and Project Officer, RVM in respect of Mandal level trainings.

Preferential categories transfers Points:
The following categories shall take precedence in the seniority list, in the order given below, irrespective of their entitlement points.
a. Physically handicapped i.e., those with not less than 70% Visually challenged / ortho-handicap./ Hearing Impaired has to produce SADAREM Certificate or Medical Board certificate.
b. Widows.
c. Legally separated women and not remarried.
d. Head Master, Gr.II (Gazetted) / Teacher who is suffering with the following diseases, in which he/she is undergoing treatment:

I. Cancer.
II. Open Heart Surgery.
III. Neuro-Surgery.
IV. Bone T.B.
V. Kidney/Liver/Heart Transplantation.

e. Applicants with dependent children who are mentally retarded/ suffering from Leukaemia (Blood Cancer) and are undergoing treatment.
f. Applicants’ Children suffering with holes in the heart by birth and undergoing medical treatment available only at specified places to which they are seeking transfers.
g. Applicants with dependant children suffering from Juvenile Diabetes.

Note 1: For the purpose of (d, e & f) above, a copy of the Certificate issued by a competent authority i.e., District Medical Board / State Medical Board should be enclosed to the application for consideration of preferential categories.

Note 2: The Head Master, Gr.II (Gazetted) should avail either the preferential category (Rule 8) or the special points (Rule 6
(II) (c) once in (5) years, and Teachers should avail either the preferential category (Rule 8) or the special points (Rule 6
(II) (c) once in (8) years, and an entry be made in the Service Book.
Note 3: The Teachers who have availed the preferential category or spouse category in the earlier transfer counseling and now shifted under Rationalization without completion of (8) years of service shall be given the respective benefits / entitlement points along with the Rationalization points.
