About Telangana Rythu Bandhu Scheme 

Telanagna Govt want to make the Farmers free from debt burden and not allowing them to fall in the debt trap again, Rythu Bandhu Scheme is intended for the farmers by Government of Telangana for providing financial Support for Agriculture  investments and Horticulture crops by way of grant of Rs. 5,000/- per acre per farmer each season for purchase of inputs like Seeds, Fertilizers, Pesticides, Labour and other investments in the field operations of Farmer’s choice for the crop season.

RYTHU BANDHU scheme

Investment is the surest way to enhance agriculture productivity and also income to the farmers, besides breaking the vicious cycle of rural indebtedness. In order to ensure that the farmers do not fall again in to the debt trap, a new scheme called “Agriculture Investment Support Scheme” (“Rythu Bandhu”) is proposed to be implemented from the year 2018-19 Kharif season onwards to take care of initial investment needs of every farmer. A budget of Rs.12,000 Crores has been provided for the financial year 2018-19 by Government of Telangana.

హైదరాబాద్‌, నమస్తే తెలంగాణ: వానకాలం సీజన్‌కు రైతుబంధు నగదు పంపిణీ మంగళవారం నుంచి ప్రారంభం కానున్నది. దాదాపు కోటిన్నర ఎకరాలలో పంట పెట్టుబడికోసం రూ.7508 కోట్లను ప్రభుత్వం రైతులకు పంపిణీ చేయనున్నది. నగదు సహాయం మొత్తం రైతుల ఖాతాల్లో నేరుగా జమ కానున్నది. మొత్తం 63,25,695 మంది రైతులకు రైతుబంధు అందించనున్నారు. మంగళవారం నుంచి ఈ నెల 25 వరకు ఈ కార్యక్రమం కొనసాగుతుంది. ఇందుకు సంబంధించిన ఏర్పాట్లను ప్రభుత్వం ఇప్పటికే అవసరమైన నిధులను సమకూర్చింది. గత యాసంగితో పోల్చితే ఈ సీజన్‌లో 2,81,865 మంది రైతులు కొత్తగా రైతుబంధుకు అర్హత సాధించారు. అంతేకాకుండా 66,311 ఎకరాలు భూమి పెరగడం గమనార్హం. ఈ సీజన్‌లో నల్లగొండలో ఎక్కువ మంది రైతులకు రైతుబంధు అందనుండగా మేడ్చల్‌ మల్కాజ్‌గిరి జిల్లా చివరి స్థానంలో నిలిచింది. నల్లగొండ జిల్లాలో 4,72,983 మంది అర్హులైన రైతులు ఉండగా వీరికి 12.18 లక్షల ఎకరాల భూమి ఉన్నది. ఈ ఒక్క జిల్లాకే ఏకంగా రూ.608.81 కోట్లు అందనున్నాయి. మేడ్చల్‌-మల్కాజ్‌గిరి జిల్లాలో 77 వేల ఎకరాలున్న 39,762 మంది అర్హులైన లబ్ధిదారులకు రూ. 38.39 కోట్లు అందనున్నాయి.
 

నేడు ఒక ఎకరం రైతులకు..

రైతుబంధు పంపిణీని క్రమబద్ధంగాచేయాలని అధికారులు నిర్ణయించారు. ఎకరం భూమి గల రైతులకు తొలిరోజు (మంగళవారం) రైతుబంధు నిధులు విడుదల చేస్తారు. ఆ తర్వాత రెండెకరాల భూమి గల రైతులకు ఇస్తారు. 25వ తేదీ వరకు అర్హులైన ప్రతిరైతుకు రైతుబంధు అందిస్తారు.


రైతుకు పెట్టుబడి గోస తీర్చాలనే సదుద్దేశంతో సీఎం కేసీఆర్‌ ప్రవేశపెట్టిన బృహత్తరమైన రైతుబంధు పథకం ఆది నుంచే విజయవంతంగా కొనసాగుతున్నది. ఈ సీజన్‌తో కలిపి ఇప్పటి వరకు ఏడు దఫాలుగా రైతులకు పెట్టుబడి సాయం అందించారు.

 
2018 వాననాకాలం సీజన్‌లో సీఎం కేసీఆర్‌ రైతుబంధు పథకం ప్రవేశపెట్టే నాటికి దేశంలో మరెక్కడా ఇలాంటి పథకం లేదు. ఆ తర్వాత మన రైతుబంధును ఆదర్శంగా తీసుకొని కేంద్రంతోపాటు ఇతర రాష్ర్టాలు వివిధ పేర్లతో రైతుకు పెట్టుబడిసాయం అందిస్తున్నాయి. కరోనా సంక్షోభ సమయంలో రైతుకు అండగా నిలుస్తున్న సీఎం కేసీఆర్‌.. ఎవుసం సాఫీగా సాగేందుకు, పెట్టుబడి కోసం రైతు గోస పడకుండా చూసేందుకు రైతుబంధు నిధులను సీజన్‌కు ముందే అందిస్తున్నారు. గతేడాది నుంచి కరోనా విజృంభణతో ఆర్థిక వ్యవస్థ అతలాకుతలమైంది. దీంతో రైతుబంధు నిధులు వస్తాయో లేదోనన్న సందేహం చాలామందిలో వ్యక్తమైంది. కానీ కరోనా కష్టాలు తీవ్రంగా వెంటాడుతున్నా.. సీఎం కేసీఆర్‌ మాత్రం వెనుకంజ వేయలేదు. రైతుల శ్రేయస్సే ముఖ్యమంటూ.. సకాలంలో రైతుబంధు నిధులు అందించారు. తద్వారా రైతుల పట్ల తనకున్న మమకారాన్ని మరోసారి చాటుకున్నారు.

ORDER : 
1. Government, in the references 1st  to  5th  read above, have issued orders for implementation of Agriculture Investment Support Scheme (“Rythu Bandhu”) for the year 2018-19 and 2019-20, with the objective of relieving the farmers from debt burden and not allowing them to fall in the debt trap. This scheme was proposed for providing Initial investment support to Agriculture and Horticulture crops by way of a grant @ Rs 4000/acre/season during 2018-19 and Rs. 5000/- per acre /season during 2019-20 towards purchase of inputs like (1) Seeds, (2) Fertilizers, (3) Pesticides, (4) towards Labor and other investments in the field operations of farmers’ choice for the crop season.
2. The scheme was implemented during 2018-19 & 2019 -20 duly extending assistance to Pattadars & RoFR (Recognition of Forest Rights) Patta holders in Agency areas.
3. The Commissioner & Director of Agriculture in the reference 6th read above has submitted detailed proposal for continuation of Agriculture Investment Support Scheme (“Rythu Bandhu”) during the year 2020-21.
4. Government after careful examination of the matter hereby agreed for continuation of the scheme during the year 2020-21 and approved the following guidelines proposed by the Commissioner & Director of Agriculture for implementation of the Rythu Bandhu Scheme for the year 2020-21 for Vanakalam and Yasangi.

1. The pattadars as per the digitally signed data obtained from Chief Commissioner of Land Administration (CCLA) in the Month of January 23rd 2020 (Prior to submitting the Budget proposal)

2. Recognition of Forest Rights (RoFR) Patta Holders as per the data shared by the Tribal Welfare Commissioner and 621 (Pattadars and enjoyers)in the land of Kasulapally Hamlet of Palitham village of Peddapalli Mandal endowment land belonging to Sri.RanganayakaSwamy Temple considering their long term enjoyment of the lands similar to ROFR lands as a special case as indicated in G.O.Rt.No.457 Agriculture and Cooperation(Agri-II) Department to the extent of data furnished by District Collector Peddapalli.

3. Data to be obtained from Chief Commissioner of Land Administration (CCLA) only once for the financial year and to be frozen for that year.

4. Data will be taken again prior to the season only to set aside sold out/Mutation cases and extents to ensure that assistance is not extended to sold out/mutated land.

5. Only pattadar exclusions can happen and no provision for inclusions for the financial year.
Fresh pattadars will be considered from next financial year.

6. The total extent owned by the individual farmer across the state will be ascertained / pooled by aadhar deduplication to ensure that farmers owning lesser extents in total shall get assistance on priority.

7. Assistance to be extended by transferring the amounts directly into farmer’s accounts through e-Kuber – platform by presenting bills to Rangareddy District Treasury Officer as done during previous three seasons.

8. Bills will be submitted in ascending order to treasury from Lower acreage to higher acreage owning farmers in case funds will be released in phases by the finance  department.

9. The Commissioner & Director of Agriculture is authorized to issue sanction for drawl of funds from the District Treasury Office, Ranga Reddy District with respect  to Rythu Bandhu funds and the Drawing & Disbursing Officer nominated from the accounts section of Commissioner & Director of Agriculture shall present the bills on his behalf in the District Treasury Office, Ranga Reddy District. “Give it up” pattadar who intend to give up the assistance shall fill in the “Give it up” form and handover the same to the Agricultural Extension Officer /Mandal

10. Agricultural Officer who in turn will indicate “Give it up” against the Pattadar Pass Book in the portal. In all such cases amounts will be summed up and transferred to  Telangana Rythu Bandhu Samithi (TRBS) by the Commissioner & Director of Agriculture. Wide publicity shall be given at field level with respect to “Give it up” option to create awareness among the pattadars

Agriculture in Telangana State is characterized by poor productivity and production owing to frequent occurrence of droughts, lesser technological penetration and poor investment capacity of the famers, resulting in lower levels of income and social security to the farmers. The majority of the farmers are small, marginal and resource poor, dependent solely on farming for their livelihood.
Keeping this in view, in order to ensure the economic and social security to the farmers, the Government of Telangana has conceptualized and implementing an innovative scheme named as Farmers Group Life Insurance Scheme (Rythu Bima) in addition to other initiatives in agriculture sector. This scheme is first of its kind and unique in the country as it is implemented based on farmer-wise online land data base through Information Technology and Online Portals and MIS that are being used by all the outreach officers for effective and efficient implementation.
The main objective of the Farmers Group Life Insurance Scheme (Rythu Bima), is to provide financial relief and social security to the family members/ dependents, in case of loss of farmer’s life due to any reason. In the event of the loss of the farmer life, their families are facing severe financial problems even for their day-to-day needs. The farmers Group Life Insurance Scheme ensures financial security and relief to the bereaved members of the farmer’s family. Farmers in the age group of 18 to 59 years are eligible for enroll under the scheme. The entire premium is paid by the government to the Life Insurance Corporation of India (Largest public sector PSU for Insurance in India).In the event of the death of the enrolled farmer due to any cause including natural death, the insured amount of 5.00 Lakhs INR (Approx. USD 6928) is deposited into the designated nominee account within (10) days. This scheme has a tremendous impact on the lives of the bereaved families and helping their livelihoods, since most of them are resource poor small farmers and belong to weaker sections of the society.
This scheme has been implemented through the Information Technology with development of Online Portals and MIS developed by National Informatics Centre (NIC). The uniqueness of this scheme is that, the nominee is not required to approach any office for the settlement of claim amount. The outreach officers at village level collects data from revenue department in the event of loss of life of any farmer and submitted to the LIC on behalf of designated nominee of the farmer. The claimed amount would be transferred through RTGS into nominees account.
